How come the Administrator cannot see the Pay Now button?

Only clubs that have the online payments module will have the PAY NOW button.

The online statements is set up so that only members will see the Pay Now button after they have logged in with their username and password.
This way the website can establish a single sign on to the online payment portal when they click on the Pay Now button found in the online statements module. The single sign on means that they will not have to login a second time to access the online payment website. 

When you are logged in as an Administrator you will be able to see the member statements but you will never see a Pay Now button. If you would like to see the pay now button as that member you would have to obtain the username and password directly from the member.
